A Person who reads from the Mushaf is better than the one who reads off by heart.
Extract from the Ramadhaan lecture by Shaykh Saalih Fawzaan:
"Reading from the Mushaf (written copy of the Qur’aan) is better than reciting from memory because the one who is reading something that is written can reflect on it more than others. Reading from the mushaf is closer to reflection because he is looking at the written aayaat in front of him. If he looks at them he loves them and reflects upon them. This is the reason why reading from the mushaf is better in this month and at other times. A person who reads from the mushaf is better than the one who recites off by heart from his memory."
