Listening to the fast recording can help a person revise what he has memorized in a short time. It can also help a person to read more Qur'aan in Ramadhaan and other special times such as the 10 days of Dhul Hijjah etc.
Reciting the Qur'aan at a fast pace is permissible as long as no letters are lost or blended and that you can still understand what is being recited.
This is called Hadr.
This is different to those who recite so fast that you cannot make out what they are saying.
